The Red River Express is a proposed new transportation corridor connecting motorist from southeast Caddo Parish to South Bossier parish in Southeast Shreveport, LA. The project will consist of 8 miles of new road construction with intersections at LA 3132, LA 523, LA 1, and US 71, and a toll bridge over the Red River. The entire road network being constructed will not be tolled, only the bridge crossing the Red River will collect tolls.

The Foley Beach Express concept was born in 1996 and four years later, the Toll bridge was opened to traffic and serves as an alternate route for the heavily traveled State Route 59 in Baldwin County. The FBX was Tim James, Sr.’s first toll bridge development project that he developed alongside his brothers and the John McInnis family. Tim served as Managing Partner during land acquisition, design,permitting, financing, construction and operations.
The project included a toll bridge over the intracoastal waterway, toll plaza and related facilities, and construction of 7 miles of new four lane highway that was dedicated to Baldwin County as a public highway. The project was entirely privately funded without one penny of taxpayer dollars being spent.
The Foley Beach Express was a success, and the James/McInnis Group sold the company in 2006. In 2024, the State of Alabama purchased the toll bridge and has converted it to a free bridge.
